Today, Reps. Derek Kilmer (D-WA), Filemon Vela (D-TX), Marcy Kaptur (D-OH), Chellie Pingree (D-ME), and Brian Fitzpatrick (R-PA) introduced ‘‘Protecting Collective Bargaining and Official Time for Federal Workers Act’’ (H.R. 6246), which would provide that certain Executive Orders with respect to Federal employee collective bargaining shall have no force or effect, and for other purposes.

This bill would reverse the applicable sections of three executive orders (13836, 13837, 13839), which NALC previously reported on here, and reverses a White House memo that seeks to use national security as a means to repeal collective bargaining rights from federal employees at the Department of Defense. 

While this legislation, the executive orders, and the memo do not directly impact the U.S. Postal Service or its employees as they do not use official time, NALC supports the protection of this important right. NALC will continue to monitor this legislation and keep letter carriers aware of any updates.
